Victor graduated with a Bachelor of Architecture from the New York Institute of Technology. Prior architectural experience includes various renovation and restorations in New York City. Since 1999, when he joined Kaplan Gaunt DeSantis Architects, he has played an important role in the design of government buildings including the Monmouth County Services Building, Monmouth County Clerks Office, and the Monmouth County SCAT Facility.  He is licensed to practice architecture in New Jersey and New York.
